Oregon debate about prepaid cell phone tax may draw to a close in 2014

A long, intractable debate over taxing prepaid cell phones in Oregon may be coming to a close.
Under state law, phone companies are required to pay a 75-cent monthly tax for each telephone that can dial 911, but not all carriers are paying the tax for prepaid phones, which don’t have monthly bills.
That’s led to a slow drain on 911 funding as more people buy prepaid phones. Lawmakers have tried and failed to find a solution for years.
That may change this year. House Speaker Tina Kotek, D-Portland, told members of the House Revenue Committee on Tuesday that she believes a solution can be reached during the 35-day legislative session.
“I feel like there’s great progress on the details,” Kotek said. “We’ll be back, hopefully by the end of the week, with some language to show folks.”
